On the trailing edge of the Halo Stars there is an unusual region of uncharted space known as Vagrant Spectrum. Strange stellar phenomenon characterize this unclassified sector. Concentrations of stars belonging to the same class have formed into monochromatic clusters which make up the unofficial subsectors of the region. The statistical absurdity of this arrangement has drawn the attention of Mechanicus Explorators, Administratum Cartographers, and explorers of every stripe. Legends whispered by those few who return from this fringe sector tell of an ancient Xenos civilization with the power to shape the stars themselves. Of the minority who believe such tales, accounts of where this power comes from are contradictory at best. Some say they derive their god-like power from pacts with Chaos, others from stolen artifacts from the Dark Age of Technology, and still others from the sheer psychic will to warp reality itself.

Over a century and a half ago a Rogue Trader by the name of Lorel Vekara discovered a stable warp route into the turbulent Vagrant Spectrum, and there she crafted a vast and noble empire. Tithes of untold riches poured out of the region for thirty years, until the time of Isolation. Violent Warp Storms swollowed the painted stars. For one hundred and twenty six years the Vekara Dynasty was cut off from the Imperium of Man. When the storms finally lifted, Administratum tithe collectors, hungry once more for the seemingly infinite wealth of Vagrant Spectrum, sent agents to acertain the state of the Vekara Dynasty.

Lorel Vekara remained alive, her life maintained by expensive jouvenant treatments. Now she was the Empress of a sector wide dominion known as the Vekaran Vectorate. Xenos races from across the region had allied themselves with Vekara. Their ships flew among her armada, their soldiers marched with her armies. Eldar sat on a council of her most trusted advisors. The Imperial Cult had been outlawed among her worlds, replaced with a religion venerating the ancient star-makers.

When the tithe collectors came, Vekara refused them.

​The Inquisition, spearheaded by the Ordo Xenos and their chamber militant, the Deathwatch, launched a five year campaign directly into the heart of the Vekaran Vectorate. Five bloody years of battle raged throughout the Cerulean Cluster. The inevitable destruction of the Vectorate lead many to wonder what vile alien lies could have lead Lorel Vekara to believe she could defy the Imperium of Man.

Now the Cerulean Cluster is the heart of the Imperium in Vagrant Spectrum. It is in a period of transition, as seven years of beurocracy conducted via astropathic communication has lead to the formation of the Warrant Comission. This council of officials in the Adeptus Terra will select a new Rogue Trader, and supply an amendment to the Vekara Warrant of Trade. This explorer and his retinue will inherit a broken and tainted legacy. Only the wealth of the painted stars can restore its glory and the favor of the God Emperor of Mankind.
